VCCL Provisional Rosters Procedure for All Provisional Rosters

U19 Provisional Roster allows a U19 player to play with a U18 team in league play only.
U14/15 Provisional Roster allows a U15 player who is not yet in high school to play with a U14 team in league play only.
U14 Provisional Roster allows a U14 player rostered to a U15 team to play with a U14 team in league play only.
